We allow for our users to use world guard

Select 2 points then (cuboid selection)

/region define <region name> <owner>

as to stop mob spawn you would execute this command if you are able to

/region flag <region name> mob-spawning deny

to add plots you can create sub regions to your main region by creating the small region then by doing

/region setparent <child region> <parent region>

We also have a plugin that allows you to sell plots but I believe it is only premium and above who have access to it.

I hope that I have answered your questions :)

There is just one problem about Towny it works on the principle of protecting chunks so your building would have to be somewhat structured to how the protection would effect it. it protects by default a 16 x 16 x 255 area per plot. More discussion on this would be needed. :)
