There is now a chance for Excavation to drop a wither skeleton skull, provided your skill is 1500 or higher. It has a small chance of dropping (0.02%) each time you harvest 2 certain blocks. However I will not be revealing these blocks for the time being until someone else works out what blocks need to be harvested.
